The HTML sitemap page is an important part or page of a blogger website that helps the users to index their posts on Google easily.
To create a Sitemap using HTML you have to go to the page section of blogger and create one page with the name of Sitemap, then you have to paste the code into the HTML view section which is in the top left corner, after pasting the HTML code in HTML view section you may have to change my website URL with your website URL which is in the last of the code.
